De bedoeling van dit onderzoek is om vanuit een macro-economische invalshoek te kijken naar de ontwikkeling van de structurele werkloosheid, dat wil zeggen de werkloosheid die kan worden toegeschreven aan het gebrekkig aansluiten van vraag en aanbod op de arbeidsmarkt. Hierbij is overigens ook de frictiewerkloosheid inbegrepen. De macro-economische invalshoek betekent dat bij de analyse van de structurele werkloosheid gebruikt is gemaakt van geaggregeerde gegevens.
