methods and results

The paper presents the main results as well as a brief description of the method used. Basically, the 1995 figures are extrapolated back until 1977 using unrevised percentage growth rates, supplemented with some separately estimated series on individual government consumption. A provisional series was estimated because final figures are not expected before mid-2001
